The article covers the issues of state and interstate management by means of money. In this connection the state is considered in a broad sense close to the word “country”, i.e. the entire economic and social system. The authors investigate the transfer methods of factual (i.e. money) property to the fiscal units of the state. They present the new viewpoint on inflation and analyze the process of money replenishment and withdrawal. Monetary methods of external withdrawal of the monetary-passive state property by a monetary-active state are analyzed and monetary movement during such withdrawal is observed.
