The origin of theoretical and practical finances

There exists an opinion that theoretical finances of the Russian state appeared a lot later than practical finances, which, in the author’s point of view, is not true.
     The article proves that theoretical finances are not only the development of the practical finances, but sometimes they outpace them. The article provides examples of little-known facts of development of practical and theoretical finances.
