Intergovernmental budget relations in Belarus: Is the breakthrough possible at the post-Soviet space?

The article assesses the intergovernmental budget relations in the Republic of Belarus. It touches upon the specific model of these relations in the Republic of Belarus. It considers the matters of vertical and horizontal leveling, discloses he instruments and methods of misbalances castigation, ways to minimize the opposing budgetary flows. Particular emphasis is placed on the necessity to implement the fair and transparent formula of horizontal leveling into the practice of intergovernmental budget relations in Belarus. Matters of activization of the subsequent development of fiscal capacity norms are further disclosed.
