The article substantiates the relevance of the contemporary preparation of the new Russian policy of formation of the industrial innovative potential of the gas industry, which pre-supposes the creation of new management mechanisms for the sector's enterprises based on the control over the scientific and technical assets. Particular attention is being paid to the usage of the industrial innovative development factors as an effective management instrument for the economic systems development and, correspondingly, usage of the industrial innovative development factors for management of the gas sector enterprises.
