The matter of reviving a city or another settlement after it being destroyed in some way has been objectively in sight of government authorities and the society. In some cases, consequences of a military confrontation, natural disasters, subjective faults in the human activities are so massive that people refuse from already developed territories in order to save resources and time. At that, they irreplaceably lose a part of historic roots, abandon materialized intellectual workings of previous generations. In other cases, revival is preferred, and with time such choice, as a rule, holds true. History has preserved numerous signs of both approaches. However, both national and foreign sources provide almost no reflection for the process of building the financial component of reviving a destroyed city of settlement.
