Role and place of the central bank within the state authority system: true or sham independence?

The article performs the analysis of the mechanisms of ensuring the economic and legal independence of the Central Bank. It assesses the matters of organizational and legal form of functioning of the central bank, issuing institution capital formation, its revenue allocation mechanisms. It evaluates the position of the central bank within the public authorities system, applicability of the theory of the fourth power – monetary – in practice.
