No sustainable development of the Russian Federation is possible without the efficient monitoring mechanisms of running the country. Monitoring and calculation enables the state and its constituent entities represented by special authorities to legally identify the interests of the country or its region as shown in the budget; to differentiate state interests from those of a region, a corporation or a social stratum, or an individual. The author studies monitoring and calculation content, pointing out its main elements (features, principles and functions) that allow to consider it as a special form of the regional power of the state.
