Legal base regulation and development, as well as monitoring and calculation do not meet the needs of the economic development of the country and the regions. The system of regulations on the state financial control needs a concept.
The author grounds the necessity to develop a concept of the state financial control and a concept of legal regulation, and regional monitoring and calculation in constituent entities of Russia, because it is peculiar as compared to both federal and regional levels.
