The author makes a benchmarking study of financial services markets emerging as a result of the institutionalization of the savings process in the USA and Germany. The article analyzes the original statesmanlike protection of personal savings market from system risks and the personal savings protection. Based thereon the author classifies financial services markets and discovers public strategic segments to keep them stable.
