Financial and legal platform of intellectual property functioning in the Russian economy and ways of improving them

The author analyzes the current legislation that regulates the issues of intellectual property; he suggests steps to improve it. Among them there are: enhancing legal safeguards of the state fulfilling its financing obligations to abstract science and priority lines of national applied science, further development, testing and introduction of result-oriented budgeting methods, extensive use of competitive and result-oriented financing, search for collateral financing mechanisms, improving the ways to post scientific and technologic findings financed from different budgets.
