The Challenge of Optimizing the Expenditures of the Budgets of Subjects of the Russian Federation in Crisis

The negative trend in incomes of the consolidated budgets of subjects of the Russian Federation that is observed since the end of 2008 challenges the sufficient optimizing their expenditures. The article discusses the structure of regional budgets expenditures, defines the promising directions of their optimizing, accents the necessity to connect budget expenditures optimizing with their efficiency.
