The peculiarities of interrelation between subjects of budget’s costs

The main function of the state authority in all it’s levels is to allow budget’s services to the consumers. In connection with this it is necessary to include society in the list of subjects of budget’s costs apart state and municipal structures. Three groups of subjects are picked out in the article: a state – a supplier of the service, executors, society – a direct consumer of the service.
     Mutual interdependence between subjects of budget’s costs will include direct and return character. The direct connection deals with the realization of costs’ duties, the return connection characterizes the quality of budget’s costs.
