In the article the federal target-oriented programs as the cost management tool of the federal budget were analyzed, the estimation of the influence of target-oriented programs formulation and realization problems on the effectiveness of budget costs was given, dynamics and structure of target-oriented programs` sources of finance was analyzed, the factors interfering their effective realization were considered, the characteristic of existing system of monitoring of target-oriented programs was given, the basic ways of increase of efficiency of costs on realization of federal target-oriented programs were offered.
