Problems of State finance control over the budgets of the subsidized regions of the Russian Federation

Within the framework of this article the author reviews the problems that the currently active system of State control encounters, particularly, the lack of clear legal definition of the term subsidized budget, and, consequently, of levels of subsidies that are in direct connection with the frequency of inspections by State finance control bodies; low coverage of the Russian subsidized budgets by inspections of Federal control bodies; the lack of legal responsibility for not following the terms of providing financial support from the Center; the lack of well-developed system of interaction between the State finance control bodies on different levels; imperfections in the current legislation base. To solve the problems mentioned above, it is suggested to consider the possibility of introducing amendments to the currently active edition of the Budget Code of the Russian Federation in terms of definition (updating) of terms; defining the responsibility levels for Budget legislation violations etc.
