State borrowing from population as a type of financial relations and a regulation tool for thrift procedure in the market economy

Capitalist production changes the ways of thrifty households and influences the fundamental links between the national savings (as a part of decentralized finances) and net borrowing of the nation (as an element of centralized finances). The article justifies direct special-purpose loans from people, defines government loans as a tool that promotes savings process regulation based on the choice of strategic forms of financial relations.
