Thrift business: foreign and Russian experience

State banking policy is implemented based on the already passed laws, its methods depend on the system of state controlled economy.
     The article deals with different aspects of state banking regulations in advanced economies, such as:

• regulating the amount and structure of money in circulation and its influence on lending resources of banks;
• defining the role of central banks in stimulation and improving of banking sector management;
• regulating the functioning of foreign banks and capital raising for the reformation and development of the Russian economy;
