Problems of program and goal-oriented planning and financing of budget investments

The article deals with the implementation of the state investment policy by means of the Federal targeted investment program; the author analyses the dynamics of the federal budget costs therefor and their efficiency. The article also studies the main problems preventing the implementation, substantiates the ways of solving such problems in order to enhance the efficiency of the public investments, suggesting criteria for including investment projects into budget targeted programs financed from the federal budget.
