State financial support of small and medium business

State policy is of crucial importance for small and medium business stimulation. The main goal of the state regulation should be efficient mechanisms of financial support of banks lending to small business. According to the international experience, two-tier lending program for small business is implemented involving Development Bank (Vneshekonombank) and its subsidiary Russian development bank. The latter is meant to lend to regional banks, which in their turn shall give loans to small and medium businesses.
