The article describes the fundamentals of the legal regulation of the national debt and Russian state borrowings. The inconsistencies available between the Budget Code of the Russian Federation, Federal Law No 136-FZ of 29.07.1998 On specifics of issuance and circulation of the state and municipal securities, Federal Law No 39-FZ of 22.04.1996 On securities market are analyzed and recommendation on the elimination thereof are given. Main characteristics of security are listed as applied to the state securities of the Russian Federation.
