Relevant problems of the state borrowings management in the Russian Federation

The article assesses the basics of the normative regulation of the state debt and state borrowings in the Russian Federation. It performs the analysis of the existing inconsistencies of the Budget Code of the Russian Federation, the Federal Law as of July 29, 1998 No136-FZ "On peculiarities of the issue and turnover of the state and municipal securities", the Federal Law as of April 22, 1996 No39-FZ "On the stock market", and provides recommendations of their removal. It also lists the basic characteristics of a security as applied to the state securities of the Russian Federation. The author offers three ways of subsequent improvement and development of the Russian budgetary legislation.
