Priorities and budget mechanisms of social economy management

The article deals with the financial and budgetary mechanisms used to develop the management system of the budgetary resources in the public sector of economy. The author grounds the necessity to introduce a service model of budgeting based on the execution of the budget service certificate that guarantees the procedure of service rendering paid for from the budget.
