The article reveals the problems of functioning of the Russian banking sector, points out the dynamics of crisis phenomena in the formation of resource base, placement of assets of federal banks and regional banks of the South Federal District. Here, the article features the estimation of the state antirecessionary financial policy. Having analyzed the financial demand of the small and medium-scale business of the South Federal District and the structure of credit investments of the banking sector of the region the authors of the article came to a conclusion that the main industries, such as processing, commerce, agriculture and construction lack credits.
