Budget financing of public benefits and criteria of its efficiency

The article gives the comparative characteristics of private and public benefits. Special attention is drawn to Pareto efficiency as one of the main criteria of productive efficiency and distribution of public benefits and services. Options of public benefits production and sources of financing of expenses related to this process are regarded from the point of view of economic theory. The article also shows capabilities of the Russian federal budget in providing of municipal entities with transfers aimed to meet public demand.
