On the necessity to revise theoretical approach to state credit and its forms

The article describes a modern approach to the comprehension of that part of state finance in which the state acts as borrower, creditor and warrantor. Besides, the main weak points of the domestic legislation in the sphere of state credit as well as different viewpoints of the majority of Russian authors are outlined. Also, a new approach to state credit is proposed.
