The main task of the current budget regulation policy is equalization of the baseline budget independence. Equalization of the budget independence is performed at the expense of covering the difference between budget expenses of each territory calculated based on financial ratios and evaluation of territory’s profitability. The main instrument of such policy is subsidies to local budgets. Problem areas of Kaliningrad region initially had ad-hoc specialization, agricultural in most cases. This determined their dependence on the metropolis in the contemporary economic context.
