The development of the municipal government is impossible without sufficient financial support. Since municipal authorities, constituting one of the foundations of the constitutional order of Russia, do not belong to the state authorities system, but at the same time possess about 40% of the consolidated budget of the country, it is of considerable importance to create an efficient system of municipal financial control which cannot be substituted by the state control.
The article deals with the issues of organization and tendencies of improvement of municipal financial control, including in Volgograd region.
