Tendencies of development of the external municipal financial control in the context of strengthening of local government

The present-day rates of creation of municipal financial control authorities and conditions of their functioning do not allow the efficient control over financial resources expenditure and local asset utilization, and do not ensure transparency of the whole system of state arrangements in realization of the strategy of country development until the year 2020.
     The author of the article sets forth the main problems and tendencies of realization of the local government reform, indicates budget reform directions meaningful for the development of municipal entities. Besides, directions of development of external municipal financial control authorities are reasoned.
