Development of inter-budget relations in the Russian Federation

The investigation made in the article confirms the assumption that the aggregate of elements of inter-budget relations is a separate independent system, since beside being marked by determinacy inter-budget relations exhibit properties of dynamics, i.e. the possibility to adjust to changing circumstances. As results of analysis showed, each stage of inter-budget relations development is characterized by its own goals and tasks as well as state regulation peculiarities including by means of adoption of laws.
