Importance The article considers various approaches to the assessment of innovation development. Objectives The aim of the paper is to analyze the innovation environment of the northern regions, reveal the factors hampering the regions' innovative activity, and develop certain measures of accelerating the innovative development of the northern regions of the Russian Federation. Methods The study's methodological framework is based on the knowledge index assessment proposed by the World Bank, ratings of innovative development of the constituent entities of the Russian Federation developed by the Russian Presidential Academy of National Economy and Public Administration, Higher School of Economics, and the National Association for Innovation and Development of Information Technologies. Results We calculated the index of knowledge and innovative development for the northern regions of the Russian Federation, the detailed analysis of which revealed some bottlenecks in their innovative development. We made a comparative estimation of the level of development of innovation activity of the northern regions, and developed certain recommendations for improving the effectiveness of their policy of innovation activity. Relevance The theoretical significance of the study is to improve the methodology for the analysis of regional innovation activity. The practical significance is the certain recommendations on improvement of the effectiveness of innovation activity policy of the northern regions of the Russian Federation.
