Economic trends of neo-industrialization of the old industrial regions

The article considers the ability to detect trends of neo-industrialization in the economy of the industrial region. The authors offer a methodology of analysis, integrating research in the following areas: progressive restructuring of the industry; innovation and investment activity of industrial enterprises; the effectiveness of human resources policies in the industry; the efficiency of cluster structures; the greening of the production and processing of industrial wastes; electrification of the economy and energy saving. This allows tracking the presence and formation of new industrialization in industry. The paper analyzes the development of the industrial complex of the Sverdlovsk region for 2000-2012, as a typical old industrial region. The analysis identifies the main trends of new industrialization of the region's economy: growth of innovation and investment activity of industrial enterprises; the restructuring of the labor balance in the direction of growth of the share of people with higher education, professional, special vocational education; increasing the share of knowledge-intensive and high-tech industries; consolidation of vertical integration in the economy, resulting in the generated clusters. Still there are some issues remained to solving: release and consumption imbalance of skilled labor, low labour productivity in industry and environmental security of the territory. Hence it follows that in the industrial regions of Russia, the accumulation of evidence of the neo-industrial economy is slower than in the leading foreign countries. The public authorities in the regions use management algorithms of the industrial age that lead to disparities in the development of the industrial sector, declarative effect and inconsistency of tasks, blurring accountability for results, the use of extrapolation methods to develop forecasts of social and economic development and so on. In this connection, there is a need to address the task of formation of the slim management paradigm in an old industrial region, in clear policy concepts and programs development in industry and its sectors, taking into account the characteristics of the neo-industrial economy.
