Quality of management of finance: regional aspect

The system of monitoring of quality of the organization and implementation of the budgetary process allows executive authorities to react quickly to the problems arising in subjects of the Russian Federation, and to take measures for their elimination.
The article considers the order of definition of degree of quality of management by the budgetary process in municipal areas and city districts of the Stavropol area. Practice of carrying out an assessment of quality of management by the budgetary process in municipal areas and city districts of the Stavropol area shows the need of comparison of the reached values between municipalities and estimates of indicators on certainty of their performance.
The authors offer the encouragement system (granting grants) the municipalities which have reached the best results.
The paper concludes that work on improvement of an order of monitoring has to be carried out constantly for the accounting of the main directions of the budgetary policy, changes of the budgetary legislation, and also creation of additional incentives for public authorities of subjects of the Russian Federation.
