In the article the analysis of legislatively fixed mechanism of budget financing of retraining and the professional development of the civil servants realized on the basis of procedures of the statement and placement of the state order is carried out. Data on the actual distribution of means of budgets of different levels on the purpose of training of civil officers are considered. The ways of financing of training of local government officers are disclosed, the recommendations about improvement of applied mechanisms are made.
