Evaluation of the food security in the Sakhalin oblast

Importance Food security is one of the most important goals for any country. The first priority of any State is to provide its population with food in its regions. This issue turns to be critical for the constituent entities of the Russian Federation due to the specifics of their territorial and geographical location.
Objectives The research overviews the existing techniques for evaluating regional food security and describes the current food security of the Sakhalin oblast.
Methods The research is based on economic and statistical analysis. The food security of the Sakhalin oblast is evaluated with a comprehensive method requiring to assess the level of regional food security as an integral indicator.
Results Governmental programs for agricultural development in the Sakhalin oblast improved many performance indicators of agriculture and food security. However, the food security level still remains rather low in the region.
Conclusions and Relevance Being assessed through a comprehensive evaluation method, the integral indicator of regional food security allows to make cross-regional comparisons and differentiate regions by level. Whereas there are no official data on certain indicators of food security, it is difficult to use the single set of indicators to evaluate in throughout the Russian regions. The article provides recommendations for improving statistical record of transported resources and imported goods. It is crucial to have reliable information on key indicators of the governmental program for agricultural development to comprehensively evaluate food security.
