The well-being of the population in the context of modernization processes: regional highlights

Importance The article deals with the study of the welfare of the population of the Russian Federation regions as the indicator of modernization processes, as well as to the identification of the population, which can be seen as an active promoter of progressive change.
     Objectives The article considers the problems of modernization reforms, which include a deep social inequality and low levels of well-being of the population in the regions of the Russian Federation. It analyzes the degree of regional disparities in terms of wealth and identifies population groups as ready for productive participation in the modernization process.
     Methods For the study, we used a complex statistical and sociological-data analysis. The analysis highlights the features of the material situation of the residents of Russia and the Vologda region and the conditions of formation and use of money incomes of population, objectively prepared to modernize the economy. Using a correlation and regression analysis, we have performed grouping of subjects of the Russian Federation on the parameters of well-being, influencing the nature of modernization processes.
     Results Our study has identified the following positive trends: growth in income, improvement of the social mood of the citizens, increasing the involvement of the population in credit-savings models. Using the statistics, we have proved that the magnitude of the change includes mainly well-to-do residents. The analysis of the selected four groups of regions shows that the subjects with the highest socio-economic potential of modernization are characterized by high profitable inequality.
     Conclusions and Relevance The results of the study show that socio-economic modernization is impossible without a strong legal authority, and the formation of the population ready for streamlined transformation depends on the availability of conditions conducive to the attainment of a high level of material well-being.
