Influence of housing and communal services reform on interaction of the reformed subjects: the effect and problems

The article says that in connection with radical transformation of the country's housing and communal service, the problem of making of an effective control system at various levels of economy (federal, regional, municipal) has become of great significance recently. The paper analyzes the housing and communal service reform's influence on interaction and power of the reformed sector's subjects. The conclusion of the analysis reads that the housing and communal service subjects take new market positions in the course of reforming. Such rearrangement obviously interferes with equitable and rational distribution of rights, duties and resources. The main problem is that the responsibility zones have got redistributed with no due regard to commercial interests of the new market subjects and requirements to quality of housing and municipal services.
