Role of the state in socio-economic development and providing the innovative orientation of territorial systems

In the article the sections of strategy of socio-economic development of Russia up to 2020 dedicated to the development of territorial systems are analyzed. The operating principles of the state regional policy which don't correspond to goals as strengthen asymmetry of spatial development of regions are considered. It is shown that the solution of this problem possibly by means of the coordinated application of federal target programs and mechanisms of the private and state partnership.
