Assessment of stability of regional social-economic development based on combination of resource and result

In modern theoretical and methodological literature there are no generally accepted approaches and tools for assess regional social-economic development. Factors for sustainable development are shown in the paper. Author suggests indicators to quantify these dimensions, and approach based on the combination of the result and resource assessment of level and potential of social-economic development (the key elements of stability of social-economic systems).
