In the article the essence of economic poverty as new to regions of modern Russia of a social and economic phenomenon is considered. The reasons of emergence of economic poverty as structural element of modern Russian society are defined, the factors, it forming are revealed. The package of measures on overcoming of economic poverty in the Republic of Bashkortostan is offered.
