Access criteria of citizens to social security system at regional level of the Russian Federation

The article is devoted to substantiation of new criteria of poverty and the conditions of receiving social transfers in Russia. It is based on comparison of total family income with median income of local population and information about family belongings. The author confronts a suggested method with currently used, when a person is considered poor, if his/her revenue is below the cost of living. The carried-out analysis and calculations on an example of the Volgograd region show advantages of new criteria.
