In the article author's definition of a cluster as universal integrating instrument of sustainable regional development is made. Cluster education allows to create a number of advantages from association and cooperation without loss of independently being integrated structures. The core of a cluster forms effective investment, information and resource influence on creation of competitive industrial complex of the region.
