Main principles of management in the social sphere of the subject of the Federation in the conditions of economy modernization

The condition and the development of socio-economic system for the conditions of the Federation are analyzed in the article. It is noted that the socio-economic systems function and develop in according to the certain laws and regularities. Their infringement or the incomplete account leads to decrease in efficiency of activity. Transfer to subjects of Federation of questions of social development can lead to positive changes only with the financial maintenance.
