The article demonstrates the use of software-oriented method for developing (with authors) program to modernize the health of the region. The aims, objectives and modernization of health. Proposed to use the advanced system of financing industry and public health field; wages of health workers; management of material, human and financial resources, technology and standards of care, impact assessment (institution as a whole and individually for each health care worker) for their interest in the outcomes their work, increasing access and patient satisfaction with medical care, improving public health.
