This paper presents the evaluation results of factors of innovative growth and also the analysis of territorial differences in the prerequisites of regional innovative development. The authors concluded that innovative processes actively take place in only a few regions, while the majority of russian subjects aren’t ready for innovative transformations yet. In such circumstances, it is necessary to elaborate the national strategy of innovative development regulations which will take the specific character of individual territories into account.
