Directions to the formation of a civilized labor market

The article it is analyzed a situation in which a high rate of natural population growth, create favorable conditions for ensuring a stable supply of labor, but at low or limited demand for them becomes a barrier formation and development of civilized labor market is the main cause of rising unemployment and migration from the current- region's population. The directions, which creates conditions for reducing tensions on the labor market in the region.
