The article is dedicated to the description of the condition and estimation analysis of social infrastructure of the Russian Federation regions, first of all in educational and public health services. The original technique of condition estimation of social infrastructure functioning was offered which makes it possible either quantitatively or qualitatively to show its development level. Urgency and importance of questions being discussed is determined by rising quality necessity of population lives in regions.
