Object of study is the actual problem of improving the relationship the federal government, regions and municipal entities concerned in the regulation of social sector development in order to improving the quality of life in all territories of Russia. Based on the analysis of world-wave experiment ascertained shortcomings and need to streamline the regulation of social sector development regions, the methodology examines the problems and suggests ways of increasing the effectiveness of social-term infrastructure and social effectiveness of regional and municipal property.
