Phenomenon of “post-reorganizational” poverty in Russia

The problem of «post-reorganizational» poverty gets topicality because of inequality and scales of poverty expansion growth in transformational Russia. In the article on the basis of the analytical material the author has analyzed the categories of “constructional” poverty, has determined perspective trends of help for the poor. The author came up to the conclusion that the influence of social benefits and programs on inequality doesn’t have cumulative effect on the purpose of poverty decrease and also formation of the concept of the government program of poverty negotiation for able and disable citizens is necessary.
