Territorial proportions act as a measure of dynamic characteristic of territorial structure of economy, its improvement is one of essential aspects of state regional policy. Formation mechanizm of territorial and sectoral proportions for modernization and security of national economy steady functioning is defined in the article. It is concluded that vertical lines of state sectoral specialization and diversified regional economic formations make up its basis.
