Labor potential is shown as a key condition for the wealth ?s growing of the region. There was made a comparative analyze of the most spread aspects and methodic for marking the welfare of the nation, made after scientific researches and practice, which more ore the less include human capital. Methodic of the State statistics and Statistic Commission of the UNO, methodic, recommended by Researching Institute of the Social Development of the UNO are shown in the article. Marks and suggestions are given at the end of the article.
