Institutionalization of the land reform in municipal formations

Special features of the land reform in municipal formations from the position of institutional economics are researched in this article. The influence of the local government on results of the land reform is examined: on one hand they fulfill powers of authority for the regulation of land relations, on the other hand they are a market entity, which is capable of implementing operations in the land market. The following conclusion was drawn, whereby the development of democratic principles of the local government, the institutional limits of the local government`s rights and the establishment of the exact specification of the public property rights on the land are required for the development of land relations in municipal formations.
